A Breakthrough in Legal Building Program of Vietnam

Imbued with the determination of building an efficient administration, creating a favorable and transparent environment for economic development and attraction of both domestic and foreign investment, and meeting the demands of international economic integration process and accession to the World Trading Organization (WTO), Vietnam 11th National Assembly convened the 11th Session on May 5th 2005. This can be regarded as a special session which lasts half month longer than a regular session and focuses on discussing and approving various Laws.

FEB 2005 UPDATE ON RELIGIOUS ISSUES AND CENTRAL HIGHLAND

I. Religious freedom in Viet Nam in 2004

1. General policy: On June 18th, 2004, at the 19th session of the 11th National Assembly, the Standing Committee of the Vietnamese National Assembly adopted the Ordinance on Belief and Religion, which came into effect on Nov. 15, 2004. The Ordinance and its implementing instructions have been circulated. A Decree providing explanation and instructions for the implementation of Ordinance has been drafted and is now in the process of seeking approval from the Prime Minister.

1. Tracing the roots of the Montagnard Foundation:

The Montagnard Foundation is the latest incarnation of the Fulro Separatist Insurgency. “Fulro” first made a name for itself as a militant group in September 1964 when it organized a rebellion among 3,000 Montagnard combatants in five US special force camps in the Central Highlands of Vietnam.” It has been known as a separatist group, advocating and using violent means.
