I wish to extend best wishes and congratulations on the occasion of Vietnam's National Day on September 2.

In the coming years, as we approach the tenth annivesary of the establishment of bilateral relations between the Socialist Republic of Vietnam and the United States, I hope that the ties between our countries will continue to grow and strengthen.
