Telecoms ministry proposes independent arbitration agency

Vietnam’s Ministry of Posts and Telecommunications (MPT) has recently proposed to the government the set up of an independent arbitration agency that would resolve trade disputes among telecoms service suppliers.
“Experiences from other countries show - and as suggested by the World Trade Organization – that it is necessary to establish an independent telecoms management unit in Vietnam," said Mai Liem Truc, deputy telecoms minister.

The arbitration agency, to be called the telecoms management department, will also help increase the competitiveness of Vietnam’s telecoms market, said the ministry. The telecoms sector is one of the country’s fastest growing industries.

Mr. Truc added that his ministry was planning to formulate policies to provide support for smaller companies operating in the market to gradually lessen the dominance of state-owned Vietnam Posts and Telecommunications Corp. (VNPT), which holds 97 per cent of the market shares.

So far, the MPT has licensed four companies to provide telecoms services which compete with VNPT.

Vietnam currently has five fixed-line telephone operators and five cell phone service providers.
