Politburo resolution reaffirms overseas Vietnamese’s role



The Politburo of the Communist Party of Vietnam Central Committee has released a resolution, saying the overseas Vietnamese communities abroad are inseparable from the Vietnamese nation, and that Vietnam will do its utmost to develop the great national unity.

The resolution says, there are about 2.7 million Vietnamese nationals residing in nearly 90 countries and territories, 80 percent of them in industrialised countries. Almost all have stable lives and well integrate into local communities; hold certain positions in the socio-political and economic life; and have influence on the relations between those countries and Vietnam. In addition, over the past years, hundreds of thousands of Vietnamese people have gone abroad to work, study, train and reunite with their families, establishing new overseas Vietnamese communities.

The resolution says the Party and State of Vietnam consider the overseas Vietnamese communities an inseparable part from the Vietnamese nation. The Party and State has issued many preferential policies and specific measures to create favourable conditions for overseas Vietnamese to return to the homeland, to visit their relatives, invest and cooperate in sci-tech and cultural exchange.

Coordination between relevant agencies, Vietnam Fatherland Front Committees, local administrations and Vietnamese representative agencies abroad has been much improved.

However, the resolution says, the Party and State’s policies towards the overseas Vietnamese have not been well implemented as study and consultancy has not yet caught up with new changes.

In the coming time, the resolution says, work relating to the overseas Vietnamese should reflect the tradition of great national unity, towards the goal of maintaining national independence and unification, for a rich people, a strong country, and an equitable, democratic and civilized society. The resolution calls on all Vietnamese nationals, regardless of their race, religion, origin and social status, to realise that goal, for the bloc of the great national unity.

The Party and State encourages the overseas Vietnamese to integrate and strictly abide by laws in those countries; have national pride; preserve Vietnamese language, cultural identities and traditions; protect and assist each other; maintain relations with their relatives and the homeland, thus contributing to consolidating the friendly and cooperative relations between those countries and Vietnam.

All Party and State organisations, the Vietnam Fatherland Front, and mass organisations from the central to the grassroots levels consider this an important task to develop the combined strength of the great national unity, for the cause of national construction and defence.

Through diplomatic activities, the State will negotiate and sign necessary agreements with those foreign countries to ensure the legitimate rights of the overseas Vietnamese residing there. It will finalise and formulate new policies to attract and make full use of their overseas Vietnamese talents to serve national development.

The resolution also encourages further investment and promotion of teaching Vietnamese language for overseas Vietnamese, particularly young people. It emphasizes the need to improve compilation of textbooks, as well as Learning Vietnamese programs broadcast on Television and Radio, and the Internet as well.

In addition, dissemination work should be renewed to help the overseas Vietnamese understand the Party and State’s policies correctly. TV, radio and online programs for overseas Vietnamese should be further improved for this purpose.
