Party Central Committee holds plenum

Ha Noi, Jan. 13 (VNA) -- The Communist Party of Viet Nam Central Committee began its seventh plenum (second phase) in Ha Noi on Monday to discuss ways to enhance national unity strengths for the goal of a strong country, a prosperous people, and an equitable, democratic and civilised society.

Also high on its agenda are debates on issues related to ethnic minority and religious affairs in the new situation as well as the continued renewal of land policies and laws in the process of national industrialisation and modernisation.

The plenum will release resolutions on these issues and decide a number of other important matters.

All these questions are very urgent and strategically important, drawing people's special concern and requiring correct and flexible measures to deal with them as well, according to Party General Secretary Nong Duc Manh.

In his opening speech, Manh stressed National unity, ethnic minority and religious affairs are major political matters of strategic importance to our country's revolution.

Debating and deciding these matters are concretising the Party's strategic ideology about the enhancement of the entire people's aggregate strength as stated in the resolution of the ninth national Party congress, the Party leader said.

He added: This will give new impetus to boosting socio-economic development, accelerating the current process of national industrialisation and modernisation, maintaining national independence and unity, defending and developing the fruits of our socialist revolution.

The debate also reflects the Party's policy to continue to renew and raise the quality and efficiency of its mass mobilisation work, according to the Party General Secretary.

Manh went on to say:

Since its sixth national congress, our Party has issued a variety of resolutions on the above-said matters, including Resolution on "Renewal of mass mobilisation work" issued by the Party Central Committee; Resolution on "National unity and enhancement of a national united front"; and other resolutions and instructions issued by the Party Central Committee's Political Bureau and Secretariat, pertaining to ethnic minorities, religions, workers, peasants, youth, women and people of other social strata.

At this plenum, which takes place at a time when these resolutions have been implemented for more than 16 years, the Party Central Committee should review such implementation, giving a profound and precise assessment of the realisation of the Party's policy of national unity, of which the unity of all ethnic minorities and religions is a very important component.

The plenum should point out what has been done or left undone, find out the causes for both successful and unsuccessful work, and draw lessons from them in order to work out effective policies and measures to further strengthen and expand the all-people unity bloc, and the unity of all ethnic minorities and religions.

This is also aimed at encouraging people of all social strata and classes, religions, and ethnic minority groups to take part in building the all-people unity bloc and promoting national aggregate strength, thus giving a new momentum to patriotic emulation movements for social, economic and cultural development as well as for national defence and public security. This is a factor for maintaining socio-political stability and sustainable national development.

The Party leader said that ethnic minority and religious affairs bear important and special characteristics. Viet Nam is home to 54 ethnic minority groups living alternately in large and important areas. It also has many religions, including six major religions, with more than one-fourth of the population being religious followers.

Effectively resolving and having policies on ethnic minorities and religious issues will be a great contribution to the expansion and strengthening of the great national unity in the new stage, Manh said.

He laid stress on land policy, considering it as a major, important one. The Party, the State and people have paid due attention to the land policy, which is of great significance, both socio-economically and politically, Manh said. He added that the policy will create motives and contribute to gaining greater achievements in the national revolutionary cause.

He asked the Party Central Committee to comprehensively review the implementation of policies and laws on land in the past, focusing on the real land situation in society. The Party Central Committee should analyse and review the land situation since 1993 while affirming correct regulations in current policies and laws. It also should present issues that need to be revised and supplemented to suit the present situation, thus serving as foundation for the National Assembly to build, amend and supplement a new land law, Manh said.
