Initial achievements gained in administrative reform
Ha Noi, Oct. 24 (VNA) -- Positive achievements have been recorded in administrative reform in the first nine months of this year in the fields of institutional change and workforce organisation and streamlining.
The government initiated an administative reform programme for the 2001-02 period, including pilot implementation of new mechanisms.
The programme's administrative reform steering board has drafted new regulations on responsibilities, powers and management obligations of ministries for the reinforcement of the 2001 Law on Organisation of the Government. The regulations were made in the direction of identifying powers of the Government and the Prime Minister over ministries; decentralising powers and obligations of ministries and local authorities in each field. Allocation of work will now follow the principle that each task is be put under the responsibility of one agency; and responsibilities of each organisation or individual then identified.
In the review period, administrative procedure reforms were made to facilitate the operations of enterprises, including annulment of some permits and replacement of licensing by management.
The Ministry of Home Affairs has appraised labourforce streamlining plans of 20 ministries, central-level agencies and 42 provinces nationwide, which affect about 100,000 employees.
The Government's administrative reform steering board also conducted, on a trial basis, a one-door administrative reform in a number of agencies and businesses, and applied workforce and finance assignments to more State-owned administrative agencies. The reforms were highly valued by businesses and localities.
However, the reform progress still has much to do. It, therefore, should, in the remaining months of this year, continue focusing on regulations that control the functions, tasks and organisational structures of ministries, ministerial-level agencies, and governmental agencies. Amendments to the Law on Organisation of the People's Council and the People's Committee should be completed early next year.
