Association to promote employment for the disable
Ha Noi, Aug. 30 (VNA)-- An agency of the disabled is to submit a bill for the establishment of an association of entities of production, businesses and services of their own to the Ministry of Labour, War Invalids and Social Affairs (MOLISA), which will soon take it under consideration.
The plan was unveiled by the Office for Coordination of Activities in Support of the Disabled (NCCD) at a workshop in Ha Noi on Aug. 29.
The proposed association, expected to emerge in November of this year, will be placed under the management of the Government to promote the exchange of work experience among the disabled and to generate jobs. The agency will also work as a forum for its members to express aspirations and petitions to the responsible Governmental agencies in order to improve laws that protect their rights to production, businesses and services. The future organisation is also being set up to help boost cooperative relations with other domestic and overseas organisations to obtain information, experience, and assistance in finance, technology, vocational training, and consultation services.
The NCCD said the need to establish such an association is now urgent in order to meet the demands of almost 5 million disabled people across Viet Nam, or 7 percent of the national population.
MOLISA reported that 66.4 percent of disabled people surveyed recently said they want access to start-up investment support, vocational training, or employment opportunities.
Of the population to be represented by the proposed association, 61 percent are of working age, but not even nearly one-third are capable of working and only no a very small number enjoy stable incomes. Worse still, 91 percent have no practical skills.--Enditem
