Tripartite Agreement VN-CPC-UNHCR on return of minority people

Hereabout is results of the Tripartite Meeting on the issue of Vietnamese Central Highlands ethnic minority people who illegally crossed the border into Cambodia and their return

1/ It is known that incited by external anti-Vietnam elements with an attempt to disturb the Central Highlands and then use the exodus to blame the Vietnamese Government for suppressing and violating human rights, some ethnic people there have recently illegally crossed the border into Cambodia. On January 21, 2002, Vietnam, Cambodia and the United Nations High Commission for Refugees (UNHCR) signed an Agreement to solve this incident. The Agreement is the result of close cooperation between Vietnam, Cambodia and UNHCR since some Vietnamese Central Highlands people were instigated and enticed to depart illegally. UNHCR has made a lot of positive contribution to this process through its meetings with Vietnam and Cambodia. The second Tripartite Meeting in Phnom Penh that produced the Agreement highlights the cooperation and mutual understandings among the three Parties. At the present, the parties are actively cooperating to implement the Agreement.
