Ha Noi, May (VNA) -- Official development assistance, ODA, resources, including non-refundable ODA sources and ODA loans, will be given first to programmes aimed at hunger and poverty elimination as well as agricultural and rural development.

This came from Decree No. 17/2001/ND-CP, signed by Prime Minister Phan Van Khai on May 4, which states regulations on ODA management and use.

Under the decree, the Government will exercise State management over ODA resources.

Non-refundable ODA resources will be used for programmes and projects on hunger eradication and poverty reduction, especially in remote and rural areas, healthcare, population and development, education and human resource development, environmental protection, natural resource protection and development, and scientific and technological research.

ODA loans will mainly be used for hunger eradication and poverty reduction, and agricultural and rural development.
The decree will become effective on May 19.--VNA
