Excerpts from draft report to Congress VIIII: Great Unity

Ha Noi, Feb. 2 (VNA) --
VIII. Bringing into Play the Strength of All-people Great Unity
Exercising great unity among different ethnic and religious groups, classes, strata, backgrounds, sexes, ages in all parts of the country, party members and non-party people, working and retired people and all members of the Vietnamese nation whether they reside at home or abroad.
Bringing into full play the strength of the whole national community, the tradition of patriotism and national pride, having the common goal of maintaining independence and unity for the sake of a prosperous people, a strong country, and an equitable, democratic and civilized society; respecting differences that are not contrary to the common national interests and abolishing inferiority complex, prejudice and discrimination against the past, classes and strata, and building a spirit of openness, mutual trust and forward-looking. The all-people great unity block in the Viet Nam Fatherland Front has always been strengthened and expanded on the basis of strong alliance between the workers, farmers and intellectuals.
The racial issue has a great significance for the all-people great unity and the revolutionary cause. It is necessary to well implement the policy of equality, unity and mutual help for development among ethnic groups; build socio-economic infrastructure, develop a commodity production, improve the material and spiritual life of the people as well as their cultural knowledge, eliminate hunger and alleviate poverty, enrich and maintain the nation's cultural characteristics and the best traditions of various ethnic groups; apply social equality for all ethnic groups whether they live in mountainous areas or in the plains while giving special attention to people in areas of great difficulties including former revolutionary and resistance bases. Refraining from any expressions of chauvinism.
Regarding the religious issue, the Party regards religious belief as a spiritual need of a part of the population, and has consistently executed the policy of respecting and ensuring the freedom of religion and non-religion, and the right to practise a religion according to law. It is necessary to unite people of different religions as well as religious believers and non-religious people.
The Party and State will try to provide them with information about the homeland, protect their legitimate rights, help uphold their patriotic sentiment and sense of community interests, self-respect and national pride in order to maintain Viet Nam's fine national cultural identity and tradition, and respect the laws of the countries where they are residing, thus contributing to boosting the friendship and solidarity with other people in the world. The Party and State will issue policies to create favourable conditions for overseas Vietnamese - who constitute an integral part of the Vietnamese national community - to visit their homeland and expand cultural, education and training, science and technology, production and business activities.
IX. Boosting Efforts to Reform and Improve the State, Promote Democracy and Strengthen Legislation
1. Building a socialist State governed by laws and led by the Party
2. Exercising democracy, protecting the human rights, strengthening legislation and maintaining social order and discipline.
3. Resolutely fighting corruption.
4. Reforming the State institutions and operation method.
5. Improving the quality of State employees.
X. Building and Strengthening the Party and Enhancing the Party's Leadership and Combative Strength
Since the eighth national Party congress, our Party has spared no efforts to implement the key task of Party building and strengthening and the focal task of socio-economic development. The sixth plenum of the Party Central Committee (2nd phase) passed Resolutions on a number of basic and urgent issues in the work of Party building and opened a campaign to strengthen the Party. Over the past nearly two years of implementation, we have obtained some results and initial experiences, thus contributing to strengthening the contingent of cadres at all echelons and increasing the strength of the Party organisations; limiting and preventing negative phenomena, disciplining a number of degenerated cadres and Party members, and improving the Party's relationship with the people. However, the campaign has not yet obtained the expected results.
The degeneration in political ideology, morality and life-style, corruption and red tape in a no small number of cadres and Party members is very serious. A high unanimity of views has not yet been reached for a number of viewpoints and policies of the Party and the State. A number of Party organisations at various levels, particularly those at the grassroots level, has not yet been consolidated; democratic regulations have been violated, discipline and social order have been loosened; unity is absent; the quality of Party meeting has declined. Personnel work has shown signs of delay, failing to meet the requirements in raising the political understanding, revolutionary virtues, general knowledge and practical ability of cadres.
In the coming years, the entire Party will continue to effectively implement the Resolutions on Party building work issued since the eighth national congress, particularly the Resolution of the sixth plenum of the Party Central Committee (2nd phase), and the Party building and strengthening campaign to make the Party really strong in political ideology and organisation. In particular, attention should be paid to the following issues:
1. To further strengthen the education and training of revolutionary morality and combat individualism.
2. To promote democracy, firmly keep discipline and social order, and renovate the leading methods of the Party.
3. To continue renewing and strengthening personnel work.--VNA
