H.E. Dr. Condolezza Rice
Secretary of State
The United States of America

Washington, D.C.

On the occasion of the 230th Anniversary of the Independence of the United States of America, I would like to extend to you my warmest congratulations.

I am glad to note that the relationship between Vietnam and the United States continues to develop towards elevating the bilateral relationship to a new height in the spirit of the Joint Communique between Vietnam’s Prime Minister Phan Van Khai and US President George W. Bush. The agreements that Vietnam and the United States have reached recently, especially the conclusion of the bilateral negotiations on Vietnam’s accession to the World Trade Organization (WTO) and the US Congress’s consideration on granting the Permanent Normal Trade Relations (PNTR) to Vietnam are the lively evidences of this positive trend.

I am looking forward to welcoming you in Hanoi soon as scheduled. I strongly believe that Vietnam’s Ministry of Foreign Affairs and the US State Department will work closely to enhance the positive momentum of the bilateral relations, including the determination to make President George W. Bush’s official visit to Vietnam later this year a great success.

Please accept, Excellency, my best wishes of your good health.

Pham Gia Khiem
Deputy Prime Minister, Minister for Foreign Affairs
The Socialist Republic of Vietnam.
