The Eighth National Party Congress in 7/1996


Ha Noi, April 15 (VNA) -- The Eighth National Party Congress was held in Ha Noi from June 28-July 1, 1996 in the presence of 1,196 delegates representing 2 million Party members nationwide.

The Congress welcomed more than 40 international delegations, including those from China, Laos and Cambodia.

Comrade Do Muoi, on behalf of the Party Central Committee, delivered the political report to the Congress.

The Congress reviewed the achievements recorded in 10 years of renovation and pointed out that the 10-year renovation process had obtained great achievements of paramount importance. The tasks set by the seventh Congress for the 1991-1995 five-year period was basically fulfilled.

The eighth Congress also pointed out the main lessons and targets to 2000 and 2020, and the orientation and tasks for the 1996-2000 plan: concentrating all forces, seizing opportunities, overcoming challenges, boosting comprehensive renovation, continuing to develop multi-sector economy in the direction of a market-oriented economy under the State management and along the socialist line, striving to achieve and surpass the targets set in the strategy of ensuring stability and socio-economic development to 2000: Obtaining a rapid, efficient and sustainable economic growth while solving burning social vices, ensuring security, national defence, improving the people's living conditions, raising accumulation from the national economy, and creating a firm prerequisite for a higher development in the early years of the next century.

The Congress passed the full text of the Party Statute (revised) and elected a 170-member Party Central Committee.

The first session of the Party Central Committee elected a 19-member Political Bureau.

Comrade Do Muoi was elected Party General Secretary. Comrades Nguyen Van Linh, Pham Van Dong and Vo Chi Cong were made Advisors to the Party Central Committee (eighth tenure).

The Party Central Committee's meetings since the eighth Congress were held on July 1, 1996; December 16-24, 1996; June 9-18, 1997; December 23-29, 1997 (the fourth meeting elected Le Kha Phieu Party General Secretary as a replacement for Do Muoi); July 6-16, 1998; October 13-17, 1998 (the sixth Party Central Committee's plenum, first phase); January 25-February 2, 1999 (the sixth Party Central Committee's plenum, second phase); August 9-16, 1999; November 4-11, 1999; April 10-19, 2000; June 20-July 4, 2000; and January 6-16, 2001 (the 11th Party Central Committee's plenum, second phase).--VNA
