CPV- The Third National Party Congress in 9/1960



Ha Noi, April 13 (VNA) -- This was a congress of building socialism in the North of Viet Nam and struggling for peace and national reunification, said President Ho Chi Minh in his opening speech at the Third National Congress of the Viet Nam Workers' Party.

The third Congress was held in Ha Noi from Sept. 5-12, 1960 in the presence of 525 full delegates and 51 alternate delegates representing more than 500,000 Party members nationwide. Fifty percent of the delegates participated in the Revolution from the days when the Party conducted underground activities. All of them took part in the anti-French resistance war.

The Congress drew nearly 20 international delegations.

The Congress took place at a time when the process of socialist transformation and economic development in the North was winning great achievements and the Revolution in the South was advancing by leaps and bounds.

After the opening speech by Comrade Ho Chi Minh, Comrade Le Duan delivered the Political Report of the Party Central Commmittee.

The Congress adopted the tasks and orientation of the first five-year plan and the revised Party Statute. The Statute included a general platform, 12 chapters and 62 articles.

A new Party Central Committee was elected with 47 full and 31 alternate members. The Party Central Committee elected a Political Bureau of 11 full and two alternate members.

Comrade Ho Chi Minh was re-elected President of the Party (he held this position till his decease in September 1969), and Comrade Le Duan was re-elected First Secretary of the Party Central Committee.

The Party Central Committee's meetings were held in September 1960; November 1960; January 1961; April 1961; July 1961; on November 30-December 2, 1961; June 1962; May 1963, December 1963; February 1964; March 15-27, 1965; December 1965; January 1967; January 1968; August 28-31, 1968; May 1969; September 2, 1969 (right after President Ho Chi Minh's decease, the Party Central Committee convened an urgent session); January 1970; January 1971; April 1972; July 1973; December 1973; December 1974; September 1975 (the session pointed out the task of competing national re-unification and taking the country to socialism); and September 24-October 24, 1976.--VNA
