CPV- The Second National Party Congress in 2/1951



Ha Noi, April 12 (VNA) -- The Indochinese Communist Party held its Second National Party Congress in Vinh Quang commune, Chiem Hoa district, northern Tuyen Quang province, from February 11-19, 1951.

The Congress drew 158 full delegates and 53 alternate delegates representing more than 760,000 Party members. Representatives from the Communist Party of China and the Communist Party of Thailand attended the congress.

The Congress heard and discussed the political report presented by Comrade Ho Chi Minh.

Other repports included a report on Discussion of the Viet Nam Revolution by Truong Chinh, a report on the Organization and Statute of the Party by Le Van Luong, and supplementary reports on the National United Front, the People's Democratic Government, the People's Army, Finance-Economy and Arts.

The political report affirmed the Revolution's great victories, reviewed the leadership of the Party and lessons from the revolutionary periods of the Party.

The report put up the main slogan of wiping out the French colonialists and defeating the US interventionists, winning full independence and defending world peace.

The report also pointed out two main tasks: bringing the struggle to complete victory and organizing the Viet Nam Workers' Party.

After discussing the Political Report by Ho Chi Minh, the Congress adopted a Resolution affirming that the policy of uniting the entire people and conducting a protracted war of resistance to win independence and democracy is fully correct, that the Party should further consolidate its leadership of the resistance war, concentrate more forces to take the resistance war to full victory, and that the Party should build the Viet Nam Workers' Party with a flatform and statute suitable to Viet Nam's conditions, and build organizations suitable to the conditions in Cambodia and Laos.

The report on Discussion of the Viet Nam Revolution by Truong Chinh analysed the character of Viet Nam's society after the August Revolution and in the anti-French resistance war.

The report pointed out 12 policies of the Party in the national people's democratic Revolution.

The Congress decided that the Party should operate publicly under a new name of the Viet Nam Workers' Party. The Congress passed the flatform, Declaration and new Statute of the Party.

The new statute included the aim and guide-lines with 13 chapters and 71 articles. The statute clearly expressed the Party's aim of striving for the "development of the people's democratic regime, advancing to socialism in Viet Nam, bringing freedom and happiness for the working class and labouring people and all majority and minority groups in Viet Nam".

The Congress elected a new Central Committee with 19 full members and 10 alternate members. The Central Committee elected a Political Bureau with seven full members and an alternate member.

Comrade Ho Chi Minh was elected President and Comrade Truong Trinh, General Secretary of the Party.

This was the first time the Party Central Committee was officially elected at a congress attended by Party members from all parts of the country.

The Party Central Committee's meetings from the second Party Congress to the third Party Congress were held in March 1951; September and October, 1951; on April 22-28, 1952; January 25-30, 1953; November 1953; July 15-17 1954; March 1955; August 1955; August 1956; December 1956; March 1957; December 1957; December 1958; January 1959; April 1959; December 1959; and July 1960.

The 18th session was convened to prepare for the Third National Party Congress.--VNA
