On behalf of the State, Government and People of the Socialist Republic of Vietnam, we would like to extend to Your Excellency our warmest congratulations on your election as President of the United States of America.

We are delighted to see the increasingly effective growth in recent years of the relations of friendship and cooperation in all areas between Vietnam and the United States of America, bringing about substantial benefits for our two peoples. Our two Governments have agreed to work together to further develop our friendly and constructive partnership with multi-faceted cooperation on the basis of mutual benefits, equality and respects for one another. We very much appreciate your support and contributions devoted to the development of our relations.

We firmly believe that as the President of the United States of America, Your Excellency will continue to make active contributions to the furtherance and growth of the Vietnam - US friendship and cooperation for the benefits of our two peoples as well as for peace, stability and development in Asia-Pacific and the world at large.
